Make Rupee (Not Whoopee) in India: Printing Rupees To Fund Agriculture and Infrastructure

In the US, the state thinks nothing of printing money to resolve fiscal problems created by finance capital. Why can’t India print its own money – not to resolve finance capital problems, but to promote agricultural and infrastructural projects? The author argues this could be funded by an Eco-Development Bank.
