Germany is attempting to centralize its spy agencies. A very fast way to do that is to let mass public attacks happen, or even help them to happen in indirect ways. As the standard of living for Germans slips, the one capitalist country in Europe doing relatively well, and the refugee crisis deepens, the German state wants to be ready for anything.
