Since 2016 a big export of Iran is hydrocarbon, especially to India, South Korea and Japan. Since two of these three countries have been allies of Mordor, South Korea and Japan have allowed US sanctions to take effect.
But in the last eight years China has countered this with the products and processes of the New Silk Road. As it stands now the trade between China and Iran will make Mordor sanctions irrelevant.
