When a civilization collapses it is easily imagined that it is isolated because it doesn’t have the capacity to control other parts of the world. But this is not what happened in the Roman Empire. The empire had its tentacles in much of Europe and parts of Asia when it fell.
This is because the Roman ruling class was in denial that it was bleeding from internal wounds. So too, Mordor ignores its collapsing infrastructure and declining health of its working class and carries on stirring up trouble around the world in the Philippines, Thailand, South Korea and Japan in the hopes of surrounding its ultimate enemy China.
