Looks like the Monroe doctrine of Rex Tillerson is going to need serious revision thanks to China. Instead of treating Latin America as a Yankee “backyard”, China is offering to build new highways, phone lines in Bolivia and a “bi-oceanic” train that cuts across the continent from the Atlantic to the Pacific. This is the real reason why Yankee politicians are demonizing China. Fortunately, Yankee world allies can be counted on one hand.
